International Summer School in Cultural Economics

We would like to draw your attention to the 4th edition of the International Summer School in Cultural Economics led by professor Arjo Klamer, Erasmus University. The courses are specially designed aiming at advancing knowledge in cultural economics and its application to practice, each addressing specific cultural sectors:
- Creative Industry and Creative Economy, 17-21 July
- Value of Culture: on the Relationship between Economics, Culture and the Arts, 22-30 August
- The Cultural Economic Perspectives on Cultural Heritage and Museums, 20-24 September
We are reaching out to relevant educators, professionals and institutions all over the world to pass this information further within their network to professionals working in the cultural sector, cultural entrepreneurs, city planners, business leaders, cultural managers, teachers and graduate students.
The courses will take place in the heart of the vibrant, culturally rich and creative Dutch capital Amsterdam, geographically speaking within a short distance from other main European cities like Brussels, Londen, Paris and Berlin.
The international summerschool is organized by CREARE Foundation and Erasmus Academie, institute for post-academic teaching of the Erasmus University Rotterdam.

Short report on the lecture given by Dr. Dave O’Brien 22 March 2012:
Dr. Dave O’Brien, City University, London:
“The value of culture is its price: exploring economics, evidence and the 'problem' of culture in public policy"
The issues of measurement and evidence of cultural activity were discussed in a contemporary and historical context. It is these methods (predominately social & economic) that inform Cultural Policy, and therefore the allocation of government’s resources. There is an inherent problem of defining culture and the creative industries and the purpose of cultural policy. Dr. Dave O’Brien reflected that the current status of arts and culture is much the same as argument in the 1980’s over measuring and intervening in health and environmental issues.
“the sector is hindered by its failure to clearly articulate its value in a cohesive and meaningful way, as well as by its neglect of the compelling need to establish a system for collecting evidence around a set of agreed indicators that substantiate value claims’ Scott (2009:198)
There has been a distinct trend in justifying the investment in arts and culture by measuring the impact through economic and social values, O’Brien suggests that this has now reached its limits and there is still an additional aesthetic value that is not factored in. John Tusa wrote a piece in the Guardian (1999) to challenge the bureaucracy that is the basis of cultural policy:
'Mozart is Mozart because of his music and not because he created a tourist industry in Salzburg Picasso is important because he taught a century new ways of looking at objects and not because his painting in the Bilbao Guggenheim Museum are regenerating an otherwise derelict northern Spanish port. Absolute quality is paramount in attempting a valuation of the arts; all other factors are interesting, useful but secondary” (Tusa, 1999)
O’Brien questions the consequences of this ideology, of using objective forms of value that are price and market related to culture. DCMS rationale for state intervention is ‘market failure’, (e.g. an under consumption in theatre tickets can be rectified by state resourced tickets for under 25’s.) O’Brien has noted the broader trends in Whitehall, with deference to economics as a quasi-hard science that presents data to base resource allocations, that are efficient rational, logical, manageable but not ideological. Regimes of measurement, results in cultural organisations that respond to bureaucracy, and limits the creation of riskier work. The methodological base for measuring and demonstrating cultural value is limiting the true breadth of culture, it is in the hands of the sector to change this narrative and engage with the policy making of the future.

I'm pleased to announce the launch of New Art Exchange's Culture Cloud project.The aim of Culture Cloud is to connect audiences and creative workers in order to share, curate, buy and sell art using an interactive digital platform.Culture Cloud aims to connect gallery, artist/creative, audience and the commercial market place.It is also a digital portal encouraging the exchange of art produced by a network of artists from local to international spaces.The Culture Cloud project was successfully pitched to NESTA/ACE/AHRC in response to the ‘Digital Research and Development’ funding call.Culture Cloud is a partnership between the Nottingham-based visual arts organisation New Art Exchange and Artfinder acting as technology provider.A team fromBirmingham Centre for Media and Cultural Research (of which I am a part) will act as academic evaluators on this project.We've established a project blog in support of our evaluation and welcome any questions and comments about the project as a whole and our part in it there.
14 case study reports discussing the policy processes and the regulatory tools that have a bearing on the development of free and independent media in the countries covered by the MEDIADEM project have been published.
MEDIADEM (European Media Policies Revisited: Valuing & Reclaiming Free and Independent Media in Contemporary Democratic Systems) is a European interdisciplinary research project, aimed at examining the factors that promote or hinder policy development for media freedom and independence. The case study reports engage in an empirical study of the institutional dynamics of media policy-making in the countries under review. They also examine the regulatory framework governing the media, investigating whether the domestic rules, as enacted and implemented, facilitate the development of free and independent media. The methodology employed for the case study reports combines an examination of primary resources, secondary literature and semi-structured interviews with policy-makers, journalists and independent media regulators, amongst others. In more detail, the reports: • Identify the institutional structures and the actors involved in media policy formulation and implementation, inquiring into the values that guide their activities, in particular freedom of expression and the right to information;
• Investigate the formulation and implementation of the legal rules concerned with the configuration of the media market and the diversification of media content;
• Examine journalists’ professional practices and autonomy;
• Explore the media literacy initiatives adopted at a state and non-state level, the degree to which they are underpinned by freedom of expression and information standards, and media transparency. It is a mass medium for everyone, providing the possibility of becoming a celebrity, being politically active, joining international networks, watching television, chatting with friends or just spending time online. It is a channel for expressing where I am, what I plan to do and what type of information or contacts I am looking for.Ten years ago young communication acrobatics in Japan, South Korea and Finland were sovereign, fearless and experimental pioneers of mobile phones and the Internet. Currently youngster’s use of digital media has globally been described as snack size or remix culture in that they combine pieces from here and there, follow several information and communication channels simultaneously and utilize social networks.This book will provide an overview of the online life and values of 15–25 year olds in countries that were pioneers of digital services at the end of 1990s and describe the change that has happened within the past 10 years.Digital Pioneers looks at social networking among the youngsters, covering a wide spectrum of topics from media use, social networking, trust, and friendships to motivational factors. The book also looks at the development of so-called gaming lifestyle. Japan, South Korea and Finland are no longer far ahead of the rest of the world. WORLDCP, THE GLOBAL COMPENDIUM, LAUNCHED
WorldCP, a new international database of cultural policies, was launched in Melbourne on 3 October 2011 by IFACCA, the International Federation of Arts Councils and Culture Agencies. WorldCP will be a new central, web-based and continuously updated database of country-specific profiles of cultural policies, modelled on the Council of Europe/ERICarts Compendium of Cultural Policies and Trends in Europe. The prototype WorldCP website www.worldcp.org, currently operating for demonstration purposes, holds profiles of 12 countries on five continents (Africa, Australia, Europe, North America and Asia).
WorldCP is an important and indispensable project, which could provide the world community with many answers concerning identity, diversity and intercultural communication in our time. Culturelink, whose activities have, from its inception, been involved in cultural policies, is happy to congratulate the WorldCP/IFACCA team and wish it a fruitful project.------------------
Cultural Trends Special Edition on the Cultural Olympiad: London 2012
Call for Papers
By the time of the 2012 Olympic Games in London it will be exactly 100 years since the Games hosted its first official cultural programme, now recognized as Cultural Olympiad. It has evolved from a little known historical requirement by the International Olympic Committee (IOC) into an ambitious programme of activities for the host nation, expected to expand the creative impact and legacy of the Games. Therefore, special edition of the Cultural Trends Journal, edited by Beatriz Garcia, University of Liverpool, will be entitled Establishing an Evidence Base for the Cultural Olympiad: London 2012. This special edition of the Cultural Trends Journal will look into the experience of planning for, delivering and capturing the impacts of a Cultural Olympiad. The main focus will be put on the interrogation of methodological challenges as well as on emerging evidence about the four-year journey towards London 2012, starting with the handover from Beijing in 2008. Analyses of evidence or theoretical frameworks from previous Cultural Olympiads that can inform London's framework are also invited.
Specific areas that will be covered in the special edition include:
- framing the cultural Olympiad as an object of study – impact on methodologies for assessment and data collection priorities;
- discussion on specific areas of evidence / impact assessment (economic, social, environmental or cultural impacts); and
- transferring knowledge: how to extract lessons that can inform future Olympic hosts - from London to Rio, and how to make the most of the lessons from previous Games.

Social Class: Participation and Representation in the Creative Industries (Dec 13th, 3-5.30pm, Room D104, Social Sciences Building, City University London)
There has recently been heightened interest in how issues of social class are portrayed in media and entertainment. A particular concern is that the British working classes and some of the most impoverished and excluded from society are now subjected to unprecedented ridicule and hostility in mainstream culture. Alongside this, over the last two decades a series of problems in the creative labour market have become more apparent, with casualised labour, precarious working conditions and low or unpaid entry positions restricting access opportunities and narrowing the make-up of the sector's workforce. While both have been subjects of interest and study in their own right, as yet there have been relatively few attempts to analyse the possible relationship between these two trends. This seminar will begin to address this, interrogating the existing research, assessing whether and in what ways cultural production reflects the nature of cultural producers, and to explore the kinds of policy response that should follow. The event is organised in collaboration with the Cultural Equalities Group.

As you may know I lead a Masters Degree in Social Media. Often, some wag will say ‘is that just about learning how to use twitter then?’. I get less of it now than I used to but it’s a tad tiresome nonetheless. So, I thought I’d post up some content to give a glimpse of the kind of thing we do cover.
We have a distance learning version of the course running for the first time this year, the content for which comes through the university’s virtual learning environment (we use Moodle) but also via a podcast channel. So the video below is also an example of the kind of content that distance learners will get. Sometimes it’ll be bite-sized and recorded from Dave’s lounge; other times it’ll be a longer recording of a lecture given in class.
The video I’m sharing is about a couple of tricky readings I had given the students. One was from Joss Hands, the other, Chris Atton. To support the students I created this short video of me going through a mindmap of the readings. In class we’d had talks from Nick Booth and Noha Atef so at times it tries to relate the concepts in the readings to their talks.
But the main reason to share this is to make it clear that we don’t talk about how to use twitter, we talk about marxism, about cultural studies, about becoming ‘scholarly practitioners‘:
